Under the Law on Electronic Communications, the Agency is entrusted with tasks aiming at:

• efficient implementation of the set electronic communications policy,
• promotion of competition of electronic communications networks and services,
• enhancement of capacities and/or quality of electronic communications networks and services,
• contribution to the development of electronic communications market,
• protection of electronic communication users’ interest.

Operators of electronic communications networks and services are principal actors on the electronic communications market, hence they are affected, by large, by the Law on Electronic Communications and the activities of the Agency.

Operator is an entity performing or authorized to perform electronic communications services.

Electronic communications activity includes building or installing, maintaining, using and leasing of public communications networks and associated facilities and the provision of publically available electronic communications services.

Electronic communications service is a service typically provided on a commercial basis, consisting entirely or mainly of transmitting signals on electronic communications networks, including telecommunications services and media content distribution and broadcasting services, and excluding, however, media content service provision. 

General terms and conditions for performing the activity and terms and conditions that apply to performing all or individual activities of electronic communications under general authorization regime are laid down under the Rulebook on general terms and conditions for performing electronic communication activity under general authorization regime (Official Gazette of the Republic of Serbia no. 58/18).

As regards the value added service operators, in addition, the Rulebook on obligations of value added services providers (Official Gazette of the Republic of Serbia no. 76/11) also applies.

Special regime applies to operators designated as having significant market power, following the market analysis procedure.
