Radio frequency licenses

Each legal or natural person is entitled to use radio frequencies. This right is exercised based on individual licenses for radio frequency usage that can be issued:

at the request or

following a public bidding procedure.

In addition, the radio frequency usage is possible under the general authorization regime and special purpose regime (for special users of the radio frequency spectrum, such as the Serbian Armed Forces and the Security Services).

RATEL keeps records and regularly updates its database on the use of radio frequency spectrum and database on the use of radio broadcasting spectrum.

Individual license for radio frequency usage issued at request

The right to use radio frequencies is acquired based on the individual license for radio frequency usage issued at request, if the allocation plan allows such a manner of individual license issuance within a specified frequency band.

The individual license for radio frequency usage issued at request is processed according to different types of requests, as defined in the Rulebook on request forms for issuance of individual licenses for the use of radio frequencies. Application is possible both in hard copy and electronically, via Internet counter.

Foreign diplomatic and consular missions are entitled to use radio frequencies based on individual licenses issued at request.

Foreign legal entities exercising business, technical, informational, scientific, cultural, sports and other cooperation in the Republic of Serbia, under the relevant international agreements, are entitled to use radio frequencies based on individual licenses issued at request.

Temporary radio frequency license

The right to use radio frequencies for the purpose of market or technical survey of products and services, research and design, sporting, cultural and entertainmnet events, as well as any other time limited events, is acquired based on temporary radio frequency licenses issued pursuant to a decision.

Individual radio frequency license issued following a public bidding procedure

The right to use radio frequencies can be exercised based on the individual license issued following a public bidding procedure, when such manner of individual license issuance is foreseen in the allocation plan, due to the limited availability of radio frequencies within a specified radio frequency band.

By the official duty or at the initiative of the interested parties, RATEL shall reach a decision on the fullfilment of requirements for the issuance of individual licenses following a public bidding procedure.

Radio frequency usage under general authorization regime

If the risk of disturbances is negligeable or the radio frequency bands in question have already been harmonized, radio frequencies are used under the general authorization regime.

Each person is entitled to use radio frequencies used, pursuant to the allocation plan, under the general authorization regime.

RATEL shall define more closely the manner of radio frequency usage under the general authorization regime (Rulebook on general terms and conditions for pursuing electronic communications activities under the general authorization regime).

Certain radio frequency bands used under the general authorization regime, besides being bound to operate in accordance with the Rulebook on the manner of radio frequency usage under the general authorization regime, are subject to mandatory recording in the appropriate register.

Radio frequencies used for special purposes

The national defense and security services and emergency services use the radio frequency bands exclusively assigned to them according to the allocation plan.

Database on the use of radio frequency spectrum

RATEL keeps an updated database on the use of the radio frequency spectrum, containing the data on the assigned radio frequencies and radio frequency bands, including the information on the allocation requirements and conditions of use, geographic area of usage and data on the individual license holders and other users of the radio frequency spectrum.

The database is available on RATEL’s website in three separate registers: Database on the radio frequency spectrum, Database on the radio broadcasting spectrum and Database on the radio amateur spectrum.

A record on the use of radio frequency bands under the general authorization regime (2400-2483.5MHz, 5470-5725MHz, 5725-5875 MHz, 72-76/82-86 GHz and 27 MHz) is also being kept and is available within the Register of applications for the use of radio frequencies.
