Obligatory registration of prepaid numbers

The provisions of Article 158 of the Law on Electronic Communications stipulate that prior to the commencement of the provision of a prepaid service through a public mobile communication network, service provider (operator) is obliged to effect the registration of an end-user. This requirement refers to the registration of all end-users using the prepaid service, including the registration of end-users who commenced the use of the service prior to the commencement of the application of this Article, which is governed in detail by the Rulebook on technical requirements for the registration of prepaid service end-users.

Taking into account the protection of end-users’ interests as regards providing of unhindered use of mobile telephony prepaid services, RATEL reminds users that registration of prepaid telephone numbers with their service provider (operator) is necessary by February 10, 2025 at the latest.

It is noteworthy that service providers will discontinue the service to the prepaid users who would not have completed their registration by the said deadline, and the service will no longer be available to them. However, following the expiration of the first registration deadline, the unregistered prepaid users will be allocated an appropriate amount of traffic necessary for online registration and access to emergency numbers, during a 90-day period, and not later than May 10, 2025. If the users do not register after this second deadline, their user number will be deactivated.

As for the registration procedure, natural persons are to provide their first and last names, assigned subscriber number and one of the following information: unique master citizen number (JMBG), foreigner's registration number (EBS) or identity card/ passport number. Legal persons are required to provide their name, company registration number (CRN) and assigned subscriber number.

Prepaid service providers have made registration available online for all users, as well as in person at their business offices throughout the country. For all additional information about the registration process, users should address directly to their chosen operator.
