RATEL's priority is to ensure continuous improvement of the availability, accessibility and quality of public communications networks and services for all users. As a result, RATEL has developed tools that can be used to easily check the quality of services in mobile communications networks as well as the quality of broadband Internet access services in fixed and mobile communications networks.
For each user tool, RATEL has developed a separate portal/application available to users, both in Serbian and English.
It is important to note that since RATEL is competent for the resolution of complaints about the work of operators in the field of electronic communications, users can submit complaints to RATEL, but only after first trying to resolve the problem directly with the operator. Tools for checking the quality of service in mobile communications networks (Benchmarking)

In 2017, RATEL performed initial overall comparative measurements and analysis of quality paramerers of services available to end-users (benchmarking) of mobile communications networks belonging to the following operators: Telekom Srbija, Telenor and Vip mobile. As of 2017, RATEL included benchmarking measurements in its regular activities. Since the screenings were carried out during September and October 2017 and 2018, the measured and calculated quality parameter values and the total score refer only to the measurement period. Note: actual quality parameter values of mobile communications networks may differ from those displayed on the portal.
Benchmarking measurements carried out in 2018 covered 47 cities (12 more than the 2017 campaign) and 10,000 km of roads in Serbia. The measurements included:
· testing of quality parameters of voice service and data transfer service,
· radio parameter measurements for 2G/3G/4G technologies.
RATEL created an interactive portal for a comparative display of mobile network quality in the Republic of Serbia. All details about the performed measurements are available at: http://benchmark.ratel.rs/en

Benchmarking measurements will be preformed during September and October 2019 as well, after which their results will be made available on the portal.

Portal users can easily compare the performance of mobile networks according to the location and service of their interest.

On the left side of the screen, graphs with the measurement results for the specified criterion are displayed. Each graphic in the description contains concise information about the type of data displayed, units of measurement and the method of interpretation of the results. On the right side of the screen, a map with measurement results is situated. The map will be automatically updated, the results will be displayed as colored circles, to match the colors that reflect the operator's brand color. Areas where at least two operators have the same best result are represented in gray. By clicking on a specific colored circle, results are shown for all three operators in that area. The map can be zoomed in for a more detailed view.

Tools for checking the quality of service of broadband Internet access

As of May 2016, RATEL enables users of the Internet access in public fixed and public mobile communications networks to measure the quality of service of broadband Internet access, by means of RATEL NetTest application.
The testing of Internet connection in public fixed communications networks is performed using RATEL's application available on its website: https://www.nettest.ratel.rs/
Internet connection testing in public mobile communications networks is performed by means of an application for Android and iOS mobile devices downloaded free of charge from Google Play Store and Apple App Store.
RATEL NetTest application measures connection from the user’s device (PC, tablet, mobile terminal) to a measuring server. The measuring server is located at Serbian Open eXchange, connected to major service operators, representing an independent and optimal location not favoring any of the connections.

On the map of Serbia, the results of other users who performed the testing can also be checked. This functionality enables a comparative analysis of Internet service operators depending on the location or type of Internet access (fixed/mobile). Color scale red/yellow/green serves as a visual indicator of the connection quality level for the majority of Internet services. This scale disregards the technology used.
