A postal operator or postal service provider is a business entity that provides one or more postal services. A postal operator performs postal service activities based on a permit (special license, license or approval).

The Regulator, in accordance with the Law on Postal Services, keeps a register of issued and revoked permits to postal operators and provides public access to it.
