Personal communications networks represent mobile (PMR) and/or fixed systems for the transmission of voice and data for own purposes of the radio frequency users in the area of industry, transport, energy, security of people and infrastructure, tourism, agriculture, healthcare, state administration, emergency rescue services dealing with people's lives and property, and professional mobile radio systems (PAMR).
The right to use the radio frequency spectrum is acquired on the basis of an individual license for the use of radio frequency spectrum, which is issued at request, if the allocation plan stipulates such a manner of individual license issuance within a specified radio frequency band.
The right to use radio frequency spectrum under the individual license cannot be ceded, leased or in any other way transferred to another person.
The individual license for the use of radio frequency spectrum at request is issued for the inland navigation safety systems and the air traffic safety systems.
There are personal communications networks which use radio frequencies under the general authorization regime in accordance with the Allocation plan.
