Numbering

The Regulator is tasked with managing and assigning addresses and numbers, as a scarce resource, in order to ensure their rational, equal and efficient use.
The Regulator adopts the Numbering Plan governing the allocation of addresses and numbers. The Numbering Plan also ensures equal availability of numbering resources to all operators and services, requirements for the introduction of new electronic communications services and fulfilment of obligations arising from relevant international agreements.
The Numbering Plan is aligned with international regulations and practices as well as with the EU regulations and practices. The structure of numbers and addresses is aligned with the ITU-T recommendations, in particular with recommendations Е.164 and Е.212.
The Regulator assigns numbers to the operators of electronic communications services by issuing a decision on the use of numbering. The Regulator decides on revoking the assigned numbers by issuing a decision, in cases stipulated by the law. The Regulator also decides in cases of transfer of rights for the use of numbering resources.
The Regulator keeps an updated database on the use of numbering resources, which includes the information on the type of numbering, assigned numbers (number ranges), operators with assigned numbering, start and end date of the use of numbering resources.
Information on the assigned numbering is available in the Regulator’s Register: Database of the use of numbering resources.
