Radio relay links

The frequency bands allocated to radio relay links are defined by the Radio Frequency Band Allocation Plan within the Fixed Service, and are marked as fixed links in the "Application" column of the Allocation Plan. Annex 1 of the Allocation Plan lists national notes that define in more detail the manner of using the frequency bands for fixed links. The radio frequency spectrum in the bands allocated to radio relay links is used on the basis of an individual license for the use of the radio frequency spectrum, which is issued upon request.

Public fixed communications networks

The frequency bands allocated to public fixed communications networks are defined by the Radio Frequency Band Allocation Plan within the Fixed Service, and are marked as FWA in the "Application" column of the Allocation Plan.

The radio frequency spectrum in the bands allocated to public fixed communications networks is used on the basis of an individual license for the use of the radio frequency spectrum, which is issued upon request or through public bidding, as stipulated in the column "Manner of issuing licenses" of the Allocation Plan. 

Private fixed communications networks

Radio frequency spectrum in the bands intended for functional systems and professional private systems (transmission of voice and data for the own needs of radio frequency spectrum users in the fields of industry, transport, energy, security of people and infrastructure, tourism, agriculture, healthcare, state administration, emergency services for the rescue of people and property) as well as land systems specified in the Allocation plan, is used on the basis of an individual license for the use of radio frequency spectrum, which is issued upon request.
