New Law on Postal Services enters into force
The Law on Postal Services ("Official Gazette of RS", No. 19/25) entered into force on March 14, 2025. The law is adapted to postal services in modern society, with one of the main goals of the legislator to strongly incentivize the development of this important sector. The digitalization of processes, the application of new technologies and modern postal equipment were the key reasons for its adoption.
The new Law provides a legal basis for the provision of an economically and socially sustainable universal postal service, as a service of general interest for all citizens. It also introduces a simplified, shortened procedure for obtaining permits for the provision of postal services, encourages the provision of cross-border postal services and increases global connectivity and competitiveness in the postal market. Postal operators are enabled to adapt their procedures to the modern needs of users, especially with regard to the delivery of recorded postal items via residential/shared mailboxes, parcel lockers, vending machines or secure locations. The law also foresees an increase in the degree of protection of postal service users through the creation of simpler and more efficient procedures for submitting complaints and objections to postal operators.
The Regulatory Authority for Electronic Communications and Postal Services (Ratel) continues to perform regulatory and other tasks within the scope and competences prescribed by this Law and will adopt 11 new by-laws in the next 12 months, in cooperation with the relevant ministry.
The Law on Postal Services ("Official Gazette of the Republic of Serbia", No. 77/19) shall cease to be valid on 14 March 2025, except for the provisions of Article 81, paragraphs 3-5, which shall cease to be valid upon the expiry of 12 months from the date of entry into force of the new Law.
